‘Adarsh wouldn’t have existed without political patronage’

MUMBAI: The two-member commission comprising justices J A Patil and P Subramanian passed critical observations against former chief ministers Sushilkumar Shinde, Shivajirao Patil-Nilangekar and the late Vilasrao Deshmukh, as well as then ministers of state Sunil Tatkare and Rajesh Tope, for extending undue favours to Adarsh Co-operative Society.

While Deshmukh is no more, Shinde is Union home minister, Tatkare is state water resources minister and Tope holds the higher and technical education portfolio. "The Adarsh project would not have come into existence without politicians' patronage right from the beginning...Deshmukh's action was not proper, Shinde failed to pay due attention to suggestions made by the finance department...Tatkare and Tope were not at all concerned with the proposal, but still dealt with the file,'' the commission observed in its 670-page report.


When the commission had cross-examined Deshmukh over allotment of the letter of intent and additional FSI, he submitted that it was not possible for a chief minister to personally look into each and every document in the CM's office as most proposals are processed by the secretariat. But the commission did not accept his contention. It observed Deshmukh's decisions to grant letter of intent to Adarsh Co-operative Housing Society and additional FSI of the BEST plot were not justifiable and not in public interest.


On Shinde and Nilangekar, the commission observed they showed undue haste to bestow benefits to the society. In view of the complete change in the original proposal and in the number of members, then finance secretary and finance minister Jayant Patil had recommended that the proposal be placed before the cabinet. The noting was signed by Shinde as CM and Nilangekar as revenue minister. "There was absolutely no need to hurry and approve the proposal by ignoring the finance department's advice...it is surprising to find the proposal was rejected by Nilangekar...while Shinde failed to pay due attention to the suggestion,'' it pointed out.


On Tatkare and Tope, it observed: "Both had no authority or right to meddle with proposals relating to Adarsh. Despite this, they took upon themselves to deal with the proposal relating to the grant of land."
