These service providers would be known as "on demand transport technology aggregators" and they won't need to own or lease any vehicle. They should not employ any driver. Sources said keeping in mind that the industry will create more job opportunities, there would be provision of log on log out facility for drivers. Moreover, a driver can register himself with more than one such aggregator and there should not be any norm for minimum driving hours in a day.

However, the aggregators registered with the state transport departments would have to follow due procedure while adding drivers and vehicles to their system. The drivers must have a valid licence and police verification would be must. They need to provide PAN number and details of residence proof. The operators would need to keep details of at least two of their family members for reference.
To ensure that the vehicles can be tracked on real-time basis, these need to have on-board GPS device and emergency button, which are inter-operable, if same vehicle used for different licencees.
Sources said the aggregators would have to maintain the records including accurate data of the drivers and vehicles. These details have to be shared with local officers once in a few months for updation. The aggregators would also need to keep the chassis and engine numbers, commercial insurance policy of the vehicles. The licencee would be responsible to inform police in case of an incident and must have zero tolerance policy against discriminatory conduct of drivers, which include refusal of service, using derogatory language, caste, creed and gender discretion.

The aggregators won't give permission to drivers who have been convicted in the past seven years for any cognizable crime including driving under influence of alcohol, fraud, theft or violence.
Such players would also be asked to develop features in their mobile applications which would have the feature of sending picture of driver and plate no of vehicle to customer so that he can verify the driver. They application would also need to have a feature to enable a rider to share his location with his family members or friends.
Moreover, the aggregators would also need to provide driver training programme, which would include gender sensitization issues.
