In its latest report, the comptroller and auditor general of India has pointed out that as per performance indicators, the civic body was supplying water only for 1.20 hours daily. It said that as per service level benchmarks, every consumer should have metered water connection but the MC had adopted flat rate water distribution system since October 2012.
Report said that there was no independent mechanism or agency for testing water quality other than from which the water was being procured.
"Achievement of quality of water supplied was shown as 100% by the corporation. However, the corporation was getting the water samples tested either from its own laboratory or the irrigation and public health department," it added.
It also stated that achievement of cost recovery in water supply services shown as 100% was erratic as the corporation had to sustain a loss of Rs 71.51 lakh due to water leakage during distribution.
Audit scrutiny revealed that irrigation and public health department supplied 6.72 crore kilolitre water during 2009-14 against which 6.67 crore kilolitre water was received by Shimla MC, resulting into loss of 71.51 klakh.
Scrutiny of records also showed that MC was to pay Rs 164.7 crore for supply of water to irrigation and public health department out of which only Rs 2.96 crore was paid during 2009-14 and balance amount of Rs 161.74 crore was outstanding as of March 2014.
In June 2014, the municipal commissioner stated that due to financial crunch and increase in water charges by irrigation and public health department, it could not make the payments in time. Report said that the reply was not acceptable as the municipal corpration should had explored the possibility of increasing its finances by revising rates and effective recovery of arrears.
