The CBI had registered a case against Sarma and others from private agencies after receiving complaints that he had conspired with two candidates who appeared in the Engineering & Ship Survey Examination for issuance of licence to professional ship surveyors. The candidates had appeared for the examination in 2005 and Sarma had manipulated the process by removing the answer sheets in his custody.

During investigation, the two candidates and the conduit turned approvers. The CBI filed a chargesheet against Sarma under Section 120-B read with Sections 420 and 381 of the IPC, Sections 7 and 13(2) read with Section 13(1)(d) of the Prevention of Corruption Act, 1988.
