Rahul avoids turf talk, repeats watchman barb

ALLAHABAD: Congress vice-president Rahul Gandhi on Monday charged Gujarat chief minister and BJP prime ministerial candidate Narendra Modi with having balked at appointing an RTI commissioner and Lokayukta in Gujarat "for fear of being booked for alleged irregularities in providing benefits to his favourite industrial group".

"Court ke kehne se Modiji ne 10 RTI commissioners ki niyukti ki, magar abhi tak lokayukta nahi hai aur jis din wo niyukt hoga, apne ko chowkidar kehne wale jail mai honge (On the court's intervention, Modi appointed 10 RTI commissioners in Gujarat, but there is no Lokayukta till now and the day one is appointed, those calling themselves watchmen will be behind bars)," Rahul told a thinly attended rally at the Anglo-Bengali College ground on the last day of campaigning in Allahabad. The city will vote on May 7.

"I am requesting Modi to bring Lokayukta and then see the results," Rahul said. "It is often the watchman who indulges in theft and chances of theft increase with a single watchman. What Modi, the self-proclaimed watchman of Gujarat, has been doing is providing benefits to one favoured industrial group at the cost of farmers."

The Congress leader questioned Modi's priorities. "He spends not more than Rs 8,000 crore on health and education," Rahul said. "On the other hand, he acquired 45,000 acres of land belonging to farmers, and made it available at the rate of Re 1 per sq m to his favourite industrial house, which goes on to make a profit of over Rs 26,000 crore by selling away the land at an exorbitant rate."

Rahul rebutted Modi's charge that there had been no development in the country in the past 60 years. "I respect you, bow my head in front of you and learn from you," he said. "I also want to tell Modi that even the US president is afraid of only two countries — China and India. And this is because of the efforts of the common man."

Referring to the Snoopgate controversy and to a Modi banner in Delhi that mentioned women's empowerment, Rahul said: "How will those who indulged in tapping and stalking empower women?" The Congress leader assured women the UPA would form the next government and the first bill to be passed in Parliament would be the Women's Reservation Bill.

Rahul said the Congress was not against providing benefits to industrialists since they needed to be made partners in the endeavour for development and their skills were valuable for employment generation.

Promising the revival of industries in Allahabad, he said: "A day will come when the US president will wear a watch manufactured in Allahabad."
