Objecting to his recent interview to a TV channel criticizing the EC and terming it as "biased against Muslims", the commission said the remarks had violated provisions of the model code of conduct.
"You have made totally baseless and scurrilous allegations against Election Commission of lndia, a constitutional authority enjoined upon by the mandate to conduct free, fair and transparent elections, and also made a statement which has impact of creating mutual hatred amongst different sections of society, religious as well as linguistic," the EC in its notice.
Khan has been asked to explain the remarks by 5 pm on April 25, failing which the EC would take action without further reference to him.
Khan had on Friday said he would move the Supreme Court against the poll panel's order barring him from campaigning in the state. He also alleged that the EC was biased against Muslims.
The commission had on April 11 ordered a ban on Khan's public meetings and rallies across UP. However, the panel on Wednesday said it had received complaints that instead of complying with the order, he had made attempts to circumvent it.
