Reacting before media persons, Lalu had stated in Patna, "He (Giriraj) should be made to wear bangles, vermilion, bindi, and his face should be blackened as he has crossed borders of indecency."
Feeling offended that Lalu used symbols representing women (vermillion, bangles and bindi) as a derogatory remark to insult someone, Soumya Garh of Jashpur district said it was an insult.
Soumya had raised a petition in 2013 in Bilaspur high court against common usage of 'chudi pehen ke ghar mai baitho', displaying bangles to insult someone for act of shamefulness or weakness.
Soumya, an engineer said, "It hit me during Nirbhaya's protest in Delhi when I saw on television that people were showing bangles to police, who failed to act in time. You are demanding for women's safety and empowerment by showing bangles as a symbol of weakness! I take it as an absolutely derogatory gesture and an insult to entire womanhood," she said.
HC had suggested that she lodge a complaint or FIR in case she comes across anyone who uses words which are an indecent representation of women and action would be taken and decided in accordance with law.
Soumya says that Lalu's words were intended to insult Giriraj at the cost of modesty of women and that she felt offended. "Therefore, I approached Kansabel police station to lodge FIR. But as of now, only a complaint has been lodged."
Kansabel inspector in charge Anita Prabhaminj said, "FIR would be lodged after investigation."
