The report submitted to the ministry on Monday says Gupta is involved in financial impropriety as he was taking both pension and salary. "Source for both (pension and salary) is Government of India," a senior official said. Gupta was earlier working with Jawaharlal Nehru University in the capital.
The fact-finding committee has also said the VC did not follow procedures in awarding tenders. "Rules were bypassed," the official said.
As for allegations of sexual harassment against the VC, the panel has not come to any conclusive evidence but said his conduct was suspicious. "May be there is a need for an independent inquiry on this," a source said. Gupta was denied Padmashri after allegations of sexual harassment cropped up.
HRD sources said any decision will be taken after analysing the report.
The fact-finding committee consisted of former Allahabad HC judge Justice Sakharam Singh Yadav, B B Data, chairman Sri Aurobindo Institute of Indian Culture (Shillong) and Dilip K Chakrabarti, Professor of South Asian Archaeology, University of Cambridge, and a member of Indian Council of Historical Research.
The committee was given the freedom to devise its own procedures in accordance with the principles of natural justice.
Visva Bharati was in turmoil in January-February with students and faculty members on warpath against the university administration.
