India, China to step up military engagement to boost CBMs

NEW DELHI: India and China will slowly but steadily step up military engagement and exchanges to boost CBMs along their border despite not much headway being made in the long-standing boundary dispute in 18 rounds of talks between their special representatives, including the last one between national security advisor Ajit Doval and his Chinese counterpart Yang Jiechi on March 23.

With defence secretary R K Mathur leaving for Beijing on Tuesday night for the 7th India-China annual defence dialogue, the two countries are expected to further discuss practical measures for "managing" troop confrontations along the 4,057-km Line of Actual Control.


"They will also discuss cooperation in maritime security and counter-terrorism, exchange of officers and the schedule for the coming year, including the fifth Hand-in-Hand exercise between the two armies," said a source.


Though some concrete steps have been taken, the two armies are yet to fully implement the Border Defence Cooperation Agreement (BDCA) inked in October 2013, which provides for a stronger mechanism to defuse face-offs between rival troops along the LAC.


After the 21-day face-off between the two armies in Depsang area of eastern Ladakh in April-May 2013, during which PLA troops had intruded 19-km into Indian territory, New Delhi hadpushed for "greater predictability and stability'' in tackling such incidents through the inking of the BDCA.


But there was again a prolonged military standoff, with around 1,000 soldiers from each side in an eyeball-to-eyeball confrontation at Chumar and Demchok for over a fortnight in September last year, which too took place during the visit of Chinese President Xi Jinping to India. It had taken four flag meetings in eastern Ladakh for both sides to agree to "restore the status quo ante as it existed onSeptember 1".
