"What we believe is so long as the two leaders have strong political will, we have good prospects for resolution of the border issue," said Foreign Ministry official Huang Xilian, who is the deputy director general for Asian affairs and the "point man" on India, in an interaction with journalists.
"We both have strong leadership (in Modi and president Xi Jinping). Strong leadership will obviously provide strong guidance to our relationship, including on negotiation of the boundary question," Huang said.
He pointed out that the two leaders have agreed to seek a fair and mutually acceptable borders solution at an early date. "I think this kind of consensus will help in tackling the border issue properly" he said.
Talking to a group of Indian journalist, he said! "Made in China and 'Make in India' can work together"
Praising Modi, Huang said, "The whole international community has shown great interest in India's development. We have seen a new momentum being achieved in your economic development".
He emphasized the India-China border has not witnessed a single shooting incident in the past decade and there has been peace and tranquillity most of the time. "What is important is that both sides should work together to avoid such kind of incidents and promote tranquility and stability," Huang said.
Another Chinese official said Beijing expects Indian support for Xi's program of Silk Road economic belt, to South and Central Asia, and Maritime Silk Road to the Indian Ocean.
China welcomed India's participation but the onus was on India to show interest. The Silk Road project is being back by a close to $ 100 billion war chest from China's Silk Road Fund and the Beijing-backed Asia Infrastructure Investment Bank (AIIB), of which India is a member.
"We are waiting for India," Liu Jinsong, the deputy director general of the Foreign Ministry's Department of International Economic Affairs, said. "If India has interest, we can have a joint MoU, if you show interest in a port or industrialized zone, we can have a feasibility study [under the plan] and push our development bank and other commercial banks to finance these projects."
But India is worried about Chinese plans for an economic corridor to Pakistan that will pass through the disputed Pakistan Occupied Kashmir. Taking a defensive stance, Liu said it did not reflect any change in China's stance on not interfering in the Kashmir issue.
"The Karakoram highway was built 50 years ago, we are taking advantage of an old project this is not a new action. We are just doing business".
Asked why China had similarly voiced opposition to India's commercial projects with Vietnam in the South China Sea, Liu said, "If your exploration field is near Vietnam's coastal area no one will argue. But if you exploit a disputed area, it is a new action, so it is different."
