BJP complains to EC against top Himachal official

SHIMLA: The HP state unit if BJP on Thursday lodged a complaint with the chief election commissioner, accusing officiating chief secretary P Motra of playing a partisan role in the ongoing elections.

In his complaint, state BJP secretary Trilok Jamwal said the most recent and glaring incident was of filing of a charge-sheet against former CM Prem Kumar Dhumal and his MP son Anurag Thakur, who is seeking a re-election from Hamirpur parliamentary constituency, in the case of land leased to Himachal Pradesh Cricket Association (HPCA) and its use.


"Mitra, while functioning as the financial commissioner (revenue), instigated the complaint against our leaders, alleging gross irregularities in the process of lease. He, now as home secretary, has supervised the investigation conducted by police into the allegations levelled by him and ensured that police seeks prosecution sanction from the government for filing criminal cases against our leaders and candidates to tarnish their image during the ongoing election process," Jamwal added in the complaint.


He said the vigilance had submitted a 600-page report to the government, seeking sanction to prosecute Dhumal and Thakur along with two to three IAS officers. This voluminous report was processed by Mitra within a few hours as the home secretary and submitted to himself as chief secretary for obtaining prosecution sanction from the Governor, he claimed.


Dhumal and his son were formally charged April 25 in the trial court in Dharamsala with alleged wrongdoing in allotment of the land for constructing a residential complex for players near HPCA stadium in Dharamsala.


The filing of the charge sheet came barely hours after Himachal Pradesh High Court acting Chief Justice Mansoor Ahmad Mir dismissed an HPCA petition that sought the court's direction to quash a First Information Report (FIR) against them under the Prevention of Corruption Act.


Official sources said the state government April 2 got sanction to initiate proceedings against Dhumal for the allotment of land during his tenure as chief minister from 2008-12.
