At a rally in Moradabad on Thursday, the SP chief had reportedly said boys make mistakes and should not be hanged.
Expressing her disbelief and disgust over Mulayam's comment, Rawat said, "If a boy rapes then he is not a boy and should not be treated as a boy because rape is a heinous crime. I am surprised that the SP chief who is a national leader made such a statement."
Rawat also said: "The comment also shows the mindset of the SP and its stand on the heinous crimes like rape. I am sure his comment will be taken seriously by all women voters not just in my constituency but all over Uttarakhand."
After being named Congress candidate from Haridwar, Rawat rushed back to Uttarakhand to take charge of the campaign. The seat was held by her husband Harish Rawat.
Disagreeing that the delay in naming a candidate has left her less time for the campaigning, she said, "I am not new to the place and I am receiving tremendous response in all my road shows and meetings in the region."
On getting a ticket from her husband's constituency, she said, "Wife has the first right over everything of the husband. But I want to add that the decision was to the Congress high command to field me.
Being the CM's wife did not mean that Harish Rawat would focus more on Haridwar during the campaign, she added.
