Krishna Kumar, a sub-inspector with the intelligence bureau, was on deputation to FRRO. The victim, who met him for help to get an exit permit (a document required to leave the country).
The woman alleged in her complaint of December 4 that she applied for an exit permit to return to her country. However, her application was not processed by the FRRO which had raised some queries.
The complainant said she approached Krishna Kumar after a foreigner friend suggested she meet him to get the job done. She called up Kumar, who asked her to come to HSR Layout for a meeting.
On November 27 evening, she met him as planned. "The officer introduced himself as Shiva Kumar and asked me to get into his car," she said.
He allegedly asked her for a bribe of Rs 44,000 to process her permit. But when told that she didn't have that kind of money but needed his help desperately, he groped her. When she resisted and started screaming, he stopped and threatened her and said that she could never return to India if she complained to anyone.
"Initially, I was shaken but I realized that he'd committed a crime. On December 4, I lodged a police complaint. After that, he made his friend call me to withdraw the complaint," she said.
TD Pawar, DCP (South-East) said although he misled the victim saying his name was Shiva Kumar, based on the description given by the victim, the police detained Krishna Kumar on December 6. After she identified him, he was arrested on Saturday. He was booked for outraging the modesty of a woman, police said.
Ganesh Kumar, Foreigners Regional Registration Officer, Bangalore, said an internal inquiry has been ordered into the complaint.
