Sources said notorious rowdy Varichur Selvam and his associate Parthiban surrendered before the judicial magistrate court VI on Wednesday morning.
They had brought the bombs to Madurai to settle a dispute with another rowdy group, the sources added.
Investigations were on.
The personnel of the Organised Crime Intelligence Unit seized 11 country bombs from a garbage bin in Anna Nagar in Madurai on Monday. The bomb detection and disposal squad arrived at the spot and helped remove the bombs.
Police said the explosives contained gun powder and chemicals used in the manufacturing of fireworks.
This seizure kept the police on their toes as they were on the lookout for more explosives as information specified that a consignment of 20 bombs had been sent from Chennai to Madurai.
